  7.     IRS Commissioner Fred Goldberg is feeling some heat. A
  8. report by the House Government Operations Committee blasts the
  9. IRS for high-level misconduct and cover-ups. "Crooks auditing
  10. crooks," charges committee chairman John Conyers Jr. of
  11. Michigan. Even worse, a second report by a Goldberg-picked
  12. panel of outside experts concludes that the commissioner's
  13. solutions to the crisis are "narrow" and deal mostly with
  14. "symptoms rather than root causes." Specifically, the panel
  15. found that many IRS criminal-investigation agents are not
  16. supervised, nor are they adequately trained in ethics. The
  17. report was sent to Goldberg on Oct. 26, but it has not been
  18. released to Congress or the public. "I don't know why it's
  19. taking him so long," says a panel member. "We assumed he would
  20. release it within days."
